Defining Africa’s response metrics in the third iteration of the Comprehensive Africa Agriculture Development Programme (CAADP)
The newly launched 10-year Comprehensive Africa Agriculture Development Programme (CAADP) Strategy and Action Plan (2026–2035) is a significant initiative aimed at boosting productivity and fostering integrated agricultural development across the continent. The upcoming results framework for this strategy will outline the key objectives for transforming the agriculture sector and will serve as both a strategic guide and a measurement tool to align growth in agricultural value chains across Africa. This report seeks to strengthen the accountability and effectiveness of the results framework by ensuring that African development initiatives fully recognize and support women’s rights and contributions.


To address these pervasive gaps, Oxfam and the Technical Working Group, consisting of experts in gender and agriculture value chains, propose a comprehensive framework of 16 gender- sensitive indicators. The indicators fall into the following key thematic areas:

🗳️ Women’s participation in decision-making
🌍 The role of cultural norms on women’s role in food systems
📚 The role of education and technology access
🌱 The gendered impacts of climate change on food systems
