The Comprehensive Africa Agriculture Development Program (CAADP), launched in 2003 with the Maputo Declaration, aimed to transform African agriculture by committing to allocate at least 10% of public expenditure to agriculture for a 6% annual growth in agricultural GDP.

The 2014 Malabo Declaration built on this with more ambitious goals, including eradicating hunger, halving poverty, tripling intra-African agricultural trade, and building resilience by 2025. However, progress has been slow, as highlighted by the 4th CAADP biennial review report in February 2024. African leaders recognized the continent is off-track to meet these goals and emphasized the need for a post-Malabo agenda to create resilient, inclusive, and sustainable agrifood systems in the next CAADP decade (2025-2035).

The CAADP Strategy and Action Plan has six strategic objectives aimed at transforming Africa’s agrifood systems:

Strengthening the sector’s ability to withstand climate, economic, and health shocks.

🏛️ Strengthening Agrifood Systems Governance
Enhancing coordination, accountability, and evidence-based policymaking.
